Rome, begin jaren negentig. Kalm, achterbaks, ondoorgrondelijk, Giulio Andreotti (Toni Servillo) is al vier decennia aan de macht in Italië. Hij overleeft alles zonder kleerscheuren: verkiezingsuitslagen, terroristische aanslagen, onterende beschuldigingen. Hij blijft er ongevoelig onder.
