George en Harold zijn twee herrieschoppers die bij al hun leraren bekend staan als storend en onbeschoft.Ze houden ervan om grappen uit te halen met de hulpeloze leerlingen en leerkrachten op school. Daarnaast maken ze ook strips onder de naam "The Adventures of Captain Underpants". Ze hebben vele vijanden maar degene die hen het meest haat is het schoolhoofd, Mr. Krupp. Als ze wederom in de problemen zitten besluit George zijn 3D Hypno-ring te gebruiken om Mr. Krupp te veranderen in hun eigen superheld, Captain Underpants.


