1984. De 11-jarige Billy Elliot woont in een mijnwerkersstadje in het noordoosten van Engeland. Zijn moeder is onlangs overleden en hij moet vaak op zijn demente oma passen. Zijn vader en oudere broer Tony, beide mijnwerkers, zitten thuis. Ze zijn in staking. Billy krijgt iedere week wat geld voor zijn bokslessen. Hij vindt het boksen helemaal niet leuk want hij bakt er niets van. Wanneer Billy weer eens moet nablijven om zijn boksoefeningen te doen, ziet hij de balletklas van mevrouw Wilkinson trainen. Iets in de bewegingen van de meisjes spreekt hem aan en Billy besluit om mee te doen.
