De film speelt zich af in China tijdens de oorlogen in de jaren '20. De beruchte bandietenleider Zhang begeeft zich naar een klein afgelegen stadje en doet zich voor als de nieuwe burgemeester. Hij doet dit omdat hij denkt dat hij op deze manier makkelijk geld kan verdienen. Maar dan komt hij tegenover de tirannieke Huang te staan, een inwoner uit het dorpje. De twee beginnen een dodelijk gevecht.
