Koninkrijk Bhutan, 2006. De modernisering is eindelijk gearriveerd. Bhutan wordt als laatste land ter wereld verbonden met internet en televisie, en de grootste verandering van allemaal: democratie. Om de mensen te leren stemmen, organiseren de autoriteiten schijnverkiezingen, maar de lokale bevolking lijkt niet overtuigd. Reizend naar het platteland van Bhutan, waar religie populairder is dan politiek, ontdekt de verkiezingstoezichthouder dat een monnik een mysterieuze ceremonie plant voor de verkiezingsdag.
