Amanda Waller, het hoofd van overheidsinstantie A.R.G.U.S., is niet meer langer in staat om mensenlevens in gevaar te brengen voor haar geheime operaties. Omdat deze beslissing van het Congres van de Verenigde Staten een punt zet achter de Suicide Squad en het team van Peacemaker, moet Waller iets anders verzinnen. Ze besluit wederom een team samen te stellen, maar nu één bestaande uit monsters, waaronder Eric Frankenstein en de radioactieve Doctor Phosphorus.
