Het eiland Bastøy, Noorwegen, januari 1915. In een beruchte jeugdgevangenis ondergaat een groep uitgestoten jongens een sadistisch regime: ze worden niet heropgevoed of voorbereid op een terugkeer naar de maatschappij, maar lijden onder extreme mentale en fysieke terreur.
